The Kitsap Training Consortium is happy to make our strategic, planning, and training material available for unfiltered access. Though most of the content is not proprietary, it represents years of work and contribution from members of our collective fire family.
The Kitsap Fire Training Consortium Skill Guides are rooted in the comprehensive insights delineated in the contemporary Firefighters Fundamentals Manual. These Skill Guides serve as invaluable resources intended for universal adoption across all collaborating agencies. Their primary objective is to articulate the fundamental procedural elements inherent in each skill, thereby facilitating their use as effective learning tools, instructional aids and/or evaluative mechanisms.
This Firefighter Manual is used as the basis for firefighters in Kitsap County. Our academies use it as a guideline and all content is consistent with popular firefighter training manuals.
This document is based off of a reginal approach to conducting an MCI (Mass Casualty Incident). We believe that a common document creates efficiencies that are otherwise at a premium in volatile scenarios.
The KCIMP manual is our communication modeled across all departments to streamline communication and improve safety. This manual reflects industry best practices and complies with WAC 296-305. (2023 Edition)

This document memorializes an agreement between law enforcement and emergency responders on how to provide joint services on Criminal Mass Casualty Incidents (CMCI).
All emergency responders are required to complete the primary portion of the taskbook. All officers are required to complete the entire task book every two years.
